how do i know if / when they will send my rebate check? cause i do have a hospital bill that took my state taxes.. and i was wondering how i will know if they will take my rebate check too. and if they do.. will they send me the remainder of the check?

I know that Tax returns are withheld and sent to the custodial parent if the noncustodial parent owes back childsupport. But should I be expecting to receive a portion of his rebate check as well?
